Jinan announced a list of preferential policies for enterprises. Qualified enterprises can enjoy policy funds without applying for the whole process.

1. A financial reward of 30 percent of their annual contribution to the local economy will be given to faster-growing start-ups. If the annual contribution in the following year maintains a year-on-year growth of over 30 percent, the start-ups will be given a financial reward of 40 percent of their annual contribution. If the contribution increases by more than 30 percent year-on-year for three consecutive years, the enterprises will be given a financial reward of 50 percent of the annual contribution. The award will be given for up to three consecutive years, with a maximum award of 5 million yuan per year.

2. A reward of 50,000 yuan ($7816.28) will be given to newly-built service enterprises above designated size. For service enterprises above designated size with an annual operating income of more than 1 billion yuan and a growth rate exceeding the city's average growth rate, the principals of the enterprises will be given a reward of 100,000 yuan.

3. Senior management personnel and professional technical personnel of headquarters enterprises can be recognized as leading talents (no more than 5 people per company) according to the Jinan City High-level Personnel Classification and Recognition Measures (Trial) and enjoy relevant policies.

4. Newly-recognized "unicorn" enterprises can receive a one-time reward of 3 million yuan.

5. Newly-recognized provincial and municipal "gazelle" enterprises can receive a one-time reward of 500,000 yuan or 200,000 yuan.

6. A one-time reward of 500,000 yuan and 200,000 yuan will be given to newly recognized provincial and municipal R&D centers and innovative enterprises.

7. Newly identified provincial and municipal small and medium-sized enterprises will receive a one-time reward of 300,000 yuan or 100,000 yuan respectively.

8. For newly-built industrial enterprises above designated size, a total of 600,000 yuan will be awarded in three years: namely, 300,000 yuan in the first year, 200,000 yuan in the second year, and 100,000 yuan in the third year.

9. A one-time award of 500,000 yuan will be given to national SME public service demonstration platforms that were recognized after Jan 1, 2019. A one-time reward of 200,000 yuan will be given to newly recognized provincial-level SME public service demonstration platforms.

10. Enterprises with newly approved State-level key (engineering) laboratories, engineering (technology) research centers, enterprise technology centers, industrial design centers, manufacturing innovation centers, industrial innovation centers, and other research and development institutions in 10 industrial fields will be supported with up to 5 million yuan.

Enterprises with newly approved provincial R&D institutions will be supported with up to 1 million yuan. Enterprises with newly approved municipal R&D institutions will be given a maximum of 500,000 yuan in support.

11. Those listed as national, provincial, and municipal smart manufacturing pilot demonstration projects will be rewarded with 3 million yuan, 2 million yuan or 1 million yuan respectively.

12. For enterprises shortlisted as a national advanced manufacturing cluster, the participating institutions will be awarded 1 million yuan.

13. A one-time reward of 2 million yuan will be given to recognized "little giant" enterprises.

14. Newly recognized demonstration enterprises and products of the national single champion manufacturing industry, Shandong single champion manufacturing industry, and Jinan single champion manufacturing industry will be given a one-time reward of 2 million yuan, 1 million yuan, 500,000 yuan, 300,000 yuan or 200,000 yuan respectively.

15. More efforts will be given to support enterprises develop service-oriented manufacturing. Enterprises included in the national or provincial service-oriented manufacturing projects and platforms will be given a reward of up to 1 million yuan or 500,000 yuan.

16. For industrial alliances, associations, chambers of commerce, and other organizations, as well as relevant government departments participating in domestic and foreign key promotion meetings and matchmaking meetings,  the organizers will be given a one-time subsidy of 100,000 yuan each time if there are more than 30 industrial enterprises participating in the meeting.

17. Enterprises that are awarded with national honors will be given a one-time award of 500,000 yuan (not repeated awards). Enterprises that are awarded provincial honors will be given a one-time award of 100,000 yuan (not repeated awards).

18. For national, provincial, and municipal "Innovation Projects for Deep Integration of Artificial Intelligence and the Real Economy," key industrial innovation projects, "Modern Superior Industrial Clusters + Artificial Intelligence Pilot Demonstration Projects," and outstanding innovative products of artificial intelligence and other outstanding projects, enterprises can receive a reward of up to 1 million yuan, 500,000 yuan or 300,000 yuan respectively.

19. Enterprises that have been awarded the national, provincial or municipal artificial intelligence-related honorary titles will be given a one-time reward of up to 3 million yuan, 1 million yuan, and 500,000 yuan respectively.

20. Top 10 headquarters-based enterprises, top 30 companies in the manufacturing industry, top 20 companies in the wholesale and retail industries, top 10 companies in finance, construction, leasing, and business services and other industries, or top 5 companies in the information transmission, software and information technology services, transportation, warehousing, and postal services can be awarded.
