Lixia district in Jinan received recognition as a benchmark example in China's Headquarters Economy Development Index on Sept 11 during the 2025 Global Headquarters Economy Conference and Beijing Forum on China Building Economy.
Within Lixia, Jinan's Central Business District (CBD) secured a spot among the nation's top 20 CBDs in headquarters economy competitiveness, which is a milestone in the district's economic progress.
The CBD now accommodates over 10,000 financial headquarters and supporting service enterprises, forming eight major industrial clusters. In 2024, its tax contributions surpassed 10 billion yuan ($1.4 billion), with 14 office buildings each generating over 100 million yuan in annual economic or fiscal output.
To better serve enterprises, the CBD has implemented a grid-based management model, dividing 263 buildings into 10 economic grids for precise services and quick response. Its online service platform has attracted over 11,000 registered enterprises, resolving more than 200 issues, including registration changes.
The district has also made efforts to enhance the business and living environment, with improvements in digital management, the transportation network, and recreational amenities.
Looking forward, the CBD is set to benefit from 12 new supportive policies and a 200-million-yuan district development fund, backed by financial institutions and other resources.
