Mingfucheng historical area was built in the fourth year of the Hongwu Period (1368-1398) of the Ming Dynasty (1368-1644). It covers an area of 3.2 square kilometers and is surrounded by the city moat. Mingfucheng has a history of over 600 years and was the core area of Jinan in ancient times. It enjoys convenient transportation and is rich in historical culture resources.

Mingfucheng is home to Furong and Jiangjunmiao historical and cultural blocks, Daming Lake and Baotu Spring Scenic areas, as well as 80 other springs, including Pearl Spring and Furong Spring. The region also boasts 63 heritage buildings involving the Fu Xue Confucian Temple, 130 featured courtyards, such as the Zhang's family courtyard and the Tian's family courtyard, as well as 46 well-preserved ancient alleys from the Ming and Qing dynasties (1368-1911), which are rare to be found in other cities.

As a pilot project for historical building protection in Mingfucheng, the Baihuazhou historical and cultural block has made great efforts in promoting the city's traditional culture. It currently has been the main site displaying Jinan folk cultural items.

Performances and exhibitions are regularly held in Baihuazhou, covering the national intangible cultural heritage item of shadow puppetry, the four provincial intangible cultural heritage items of paper cutting, dough modelling, Lu embroidery, and guqin performance, the provincial cultural heritage item of Rabbit King, a traditional toy in Jinan, as well as 14 other municipal intangible cultural heritage items.

Training courses to learn intangible cultural heritage items like Lu embroidery, guqin, and dough modeling have been organized to help more people learn about the city's traditional culture.
