This annual evaluation assesses innovation capabilities across Chinas mainland's municipal districts (excluding direct-administered municipalities, national-level new areas), spotlighting regions driving urban development through cutting-edge ecosystems.

The rankings analyzed four core dimensions: innovation ecosystem, growth momentum, key innovators, and tangible outcomes, that were supported by 16 sub-indicators. These metrics highlight districts fostering collaboration among innovators, resources, and real-world applications.
